Ordinary Portland cement weighs 1,440 kg/m³ (14.1 kN/m³) by IS 875, and rapid-hardening cement 1,280 kg/m³. A 50 kg bag is therefore 50 ÷ 1,440 = 0.0347 m³, about 1.23 ft³. Cement mortar and cement plaster weigh 2,080 kg/m³ (20.4 kN/m³).

0.0347 m³ (34.7 litres, about 1.23 ft³), from 50 kg ÷ 1,440 kg/m³. This is the figure used to turn cement volume into bags.
Is 1,440 kg/m³ the density of cement particles?
No. It is the bulk density of loose cement, including the air between grains, which is what matters for measuring by volume. The particles themselves are about 3,150 kg/m³.
What is the unit weight of cement in lb/ft³?
About 90 lb/ft³: 1,440 kg/m³ × 0.0624 = 89.9 lb/ft³. A 94 lb US bag is close to 1 ft³.
